For the emission of diesel engine upgrade, Yan Ping suggested, according to the actualsituation of Chinese pollution and the actual working conditions, the establishment of the research group, with fifth stage emission standard system to develop their China and nonmotor vehicle sixth stage vehicle emission control; and key work reduced should considerin heavy commercial trucks and construction machinery as the key to encourage;automobile and engineering machinery industry enterprises to take the initiative to improveemissions, government should meet the upgrade in six and non road T4 emission standards for road brand products to give appropriate preferential policies; purchase pullpolicy design should take into account for 3 to 5 years of subsidies (six country standardsimplementation date), need to encourage a high level of purchase in advance the vehicleemissions, and subsidy standards should be in accordance with the emission upgraderange and application cost type to distinguish subsidies.

In order to promote the development of the Beibu Gulf border trade zone logistics, Yan Ping members suggested that the relevant departments of the state lead the developmentof Beibu Gulf border free trade zone construction and development planning, and incorporated into the China ASEAN Free Trade Zone in the framework of unified planning,unified construction, unified and coordinated operation. In order to solve the bottleneck problem of international logistics China ASEAN bilateral trade, need to adopt a variety ofpolicies and measures to reduce fees, reduce approval, encourage logistics enterprisesactively participate in the Beibu Gulf border FTA construction, and actively carry outinternational logistics business, promote China, ASEAN economic development and lay amore solid foundation.
